Even the last green light has been turned on and now for the so-called "state cashback" all that remains is to wait until December 1, the date of the official start of the first experimental phase of the project. The green light came from the Privacy Guarantor after having acknowledged the operation and after having imposed precise limitations on the use of personal data managed by the system.

State Cashback

This is a tool stimulus for cashless payments, a return of capital on a quarterly basis that will bring up to € 150 per quarter into the pockets of consumers. The promise, in fact, is to return 10% of the expenses made with a cashless instrument, as long as a minimum number of payments is made in the period in question (the experimental phase of December foresees at least 10 different payments, while when fully operational a threshold is assumed minimum of 10 payments). It is therefore an additional tool compared to the Lottery of Receipts, but with the same purpose: to encourage the use of traceable payment instruments and at the same time suffocate the cash (and consequently the payments that escape the tax authorities).

The system is explained as follows by the Guarantor himself:

Every time the registered payment card will be used by the consumer for the purchase in the store, the necessary data (for example, date and amount of the purchase) will be transmitted by the company that manages the transaction (acquirer) to the cashback system. At the end of each semester, the reimbursement due to each consumer participating in the program will be calculated on the basis of the amounts of payments made. There are also special reimbursements, based on a ranking, for those who have carried out the greatest number of transactions. It will be Consap (Mef company) that will deal with the disbursement of reimbursements, including the management of any litigation.

How it works

In order to access the cashback, you must first register on the IO app the credit card or system you will be using. In doing so, each payment will be associated with a single person and will be valid for the purpose of the final refund. At this point all that remains is to make the payments: at the end of the semester everything recorded will be validated for the purpose of calculating the amount to be returned, which will be automatically credited back to the indicated payment system. The money, in short, will return to the consumer's pockets: a real cashback, but organized by the State.

The Privacy Guarantor has ensured that the data relating to expenses and consumption are not used for other purposes and that this information remains in use only for the time strictly necessary for the cashback operation, after which it will be eliminated.

The final supercashback will be offered to consumers who have carried out the greatest number of transactions: the figure will not be influential, in short , but the number of transactions recorded. The choice was dictated by the need to reward not so much those who spend the most, but those who better adopt cashless systems in their daily lives. In short, even a simple coffee at the bar can be worth the first place in the final prize, reserved for the 100,000 most virtuous citizens.

Attention, however: for the purposes of cashback, online expenses are not calculated, but only those at the company exhibitors. This too appears to be an obvious choice, for two reasons: a direct and primary issue, namely the stimulus to pay by card; an indirect question (but certainly not secondary), that is the stimulus to spend in shops at local commercial establishments, already in serious difficulty after the pandemic parenthesis.
