No reference to the refinancing of incentives for the purchase of new cars and for scrapping is present in the Support-bis Decree discussed in the last few hours by the Council of Ministers. Let's not forget that the 250 million allocated to incentivize users to purchase a new car with emissions between 61 and 135 g / km of CO2 ended last month.

Not surprisingly, the text approved by the Government does not contain the expected refinancing of incentives in the 61-135g / km range, requested several times by associations in order to encourage users to make purchases that are more sustainable in environmental terms. Despite the lack of the long-awaited indispensable contribution also to encourage a recovery of the automotive sector, strongly affected by the pandemic from Covid-19, the Sostegni-bis Decree includes a provision that allocates 50 million euros to finance sustainable mobility initiatives, such as car sharing car pooling, bike pooling and bike sharing.

"In order to allow a more effective distribution of public transport users, as well as to create a more suitable link between the start and end times of economic activities, work and teaching and the timetables of local, urban and extra-urban public transport services, a fund has been set up with an endowment of € 50 million for the year 2021 ".

In detail, art. 51 paragraph 7 of the Sostegni-bis Decree which concerns the urgent provisions on local public transport, therefore provides that in order to allow a more effective distribution of users of scheduled public transport, as well as to create a more suitable connection between start and end of economic, work and educational activities and the hours of urban and extra-urban public transport services, taking into account the containment measures of the Covid-19 pandemic, a fund with an endowment of 50 million euros has been set up at the MIMS for the year 2021, intended for the disbursement of 35 million euros for companies and public administrations which, after the appointment of a mobility manager, will prepare a plan for the home-work travel of their staff by 31 July 2021. The additional 15 million euros will instead be allocated to schools of all types and levels which, after the appointment of a mobility school managers, will provide for the preparation of a home-school-home travel plan for school staff and pupils by 31 July 2021. Both plans will therefore be prerogative for the realization of the purposes of the paragraphs, which aim to encourage shared use of cars and bicycles to go to work or to school.

Given the lack of refinancing of the 2021 car incentives, there are numerous protests from the sector associations ANFIA, UNRAE and FEDERAUTO which, through a joint press release, highlight the disapproval of the Government's decision.

The absence of incentives, by interrupting the support for the purchases of the currently best-selling cars, risks slowing down the virtuous path undertaken. At a time of great difficulty for Italians, incentives were performing that function of stimulating more sustainable purchases in environmental terms, while helping to contain the heavy losses generated by the Covid-19 effect on the car market. We reiterate the need to refinance the eco-bonus for cars, including the 61-135 g / km range, and for commercial vehicles, measures that have so far allowed not only a strong reduction in environmental impact, but also to restart a sector which employs over one million people. The market forecasts for the month of May are alarming (-30% compared to 2019), we ask the Government and Parliament that, in the conversion phase of the Sostegni-bis Decree, the measures in force can be extended and substantially refinanced , The trade associations Anfia, Federauto and Unrae comment loudly.
