The three new regional ordinances are "substantially identical, except for a few changes of form", said the president of Friuli Massimiliano Fedriga in the video live on Facebook in which he explained the content of the new provision. The first measure shared by Emilia-Romagna, Veneto and Friuli is the obligation to wear a mask at any time, even outdoors, from when you leave the house until you return.

In addition to the areas already regulated by the dpcm, all the remaining training activities must be carried out remotely (such as language courses, theater, photography and the like).

On holidays such as Sundays, the closing obligation for all retail activities comes into force; the restaurants may remain open, however, with the times established by the last dpcm of November 3. The consumption of food and drinks will always be prohibited in a public area or open to the public, while from 3 to 6 pm it can be seated at the table (inside and outside) the premises. On the other hand, the sale with home delivery is always allowed and is “strongly recommended”. Also reiterated the obligation to close on days before holidays and holidays of medium and large shopping centers, with the exception of foodstuffs, pharmacies and parapharmacies, tobacconists and newsstands.

Only one member per family unit may enter the shops and in any sales outlet, without prejudice to the need to accompany people with difficulties or children under 14. Furthermore, in the ordinances of Veneto and Friuli Venezia Giulia, it was included as a recommendation for the medium and large commercial distribution to prefer the entry of customers over 65 in the first two hours of the day. Furthermore, no markets in public or private areas, even the weekly municipal ones, unless there are Municipal Plans that provide for specific rules (the website of the Emilia-Romagna Region, for example, speaks of perimeter, distinct access and exit gates , public and private surveillance on the application of distancing and safety rules).
