Digitization of municipalities, 92% membership
The Minister for Technological Innovation and Digitization Paola Pisano announced that 7,246 municipalities have requested access to the Fund for technological innovation and digitization. The data is very important because the percentage of membership is 92% (there are 7,904 municipalities in total). The funds available for</a> digital transformation amount to 43 million euros (which became structural with the latest budget law).

SPID, CIE, PagoPA and IO

The decree law on Simplification and digital innovation provides that, by February 28, 2021, Italian municipalities must: integrate SPID (Public System of Digital Identity) and CIE (Electronic Identity Card) into their information systems as a single identification system for access to services digital; integrate the PagoPA platform into the collection systems for the collection of revenues; launch the digital transformation projects necessary to make the services available on the IO app.

The Ministry explains that "the quotas, assigned to municipalities based on the resident population, will be disbursed in two installments, after verification of state of progress of digitization processes: the first, equal to 20%, for activities completed by February 28, 2021; the second, for the remaining 80%, by 31 December 2021 to verify the activities that have taken place ".

The majority of the municipalities (5,560) have asked to join the fund through the public notice managed by PagoPa SpA, in agreement with the Agency for Digital Italy (AgID) and the Polygraphic Institute and State Mint (Ipzs). The other 1,686 municipalities have instead chosen to participate through agreements with the regions.

Minister Paola Pisano said:

It is a good result because it highlights a common strategy for the digitization of administrations, both central and local. Municipalities initiate or accelerate the digital transformation process with the aim of providing digitized and truly easy-to-use services. The path is still long and not without obstacles, but we are following it together with regions and municipalities in a cohesive way. We will continue to invest in the transformation of services, for the benefit of citizens and businesses.
