The Italy Cashless Plan, that is the legislative origin of the State Cashback that has started in recent days, is a project that has a dual purpose: to stimulate in-store purchases and do so through traceable digital payments. The purposes (net of a difficult start, but now the procedures are back on track and we should proceed without further difficulties) are clearly noble: to fuel the expenditure to revive the economy during the Christmas period and convert Italians to cashless payments for getting closer to that European average from which we are still too far. Yet, in many cases, the message is exactly the opposite.

Cashback is a scam but not cielodikono

How can one be against cashback thinking that it is all a big hoax who takes away money "from the people"? How can a program that pays out money to distribute spending power be seen as an obstacle? Here is an example, one out of many:

Beware of this phenomenon: it is something that has a considerable social extraction and political value, something that can be summarized in that "noncielodikono" it is becoming something much broader than mere mockery. The people of "noncielodikono" are in fact experiencing an ever wider rift with respect to a state that they see as distant, arrogant, close to "banks" and "strong powers", oppressor of citizens whose fate is held hostage by indefinite interests tall and others.

The people of "noncielodikono" live a daily "them against us" that each declines in their own way. Thanks to social networks, however, what would be indignation, indignation, resignation and distrust of the state (liquid emotions that change shape and intensity according to events) becomes solid matter that aggregates. The indignant citizen, thanks to social media, no longer feels alone, but strong and under-represented. It looks for a spokesperson and does so first by sharing memes and then projecting their vote towards political forces that, not surprisingly, in a completely transversal sense, are taking on tones, ways and arguments typical of these growing pockets of widespread anger.

However, it is precisely the arguments that are the weakest part: these are arguments that are not based on awareness, but more precisely on ignorance. Let's get our hands on: by "ignorance" we mean precisely the meaning of ignoring, of "not knowing" and of "not caring to know". Ignoring how cashback works, for example, can easily lead to misunderstandings through a deviant storytelling that builds big disbeliefs on small falsehoods.

An example lies in this text, which in these hours many are starting to cross on their notice boards:

Sixty-year-old lady at the cashier.

: it's a scandal, I won't come here to shop anymore!

In reality there is nothing to activate by the operator: it is not a choice of the shopkeeper, but of the citizen through the IO app. The shopkeeper doesn't have the slightest thing to do, he just has to accept the payment in digital format.

Seeing the hustle and bustle I approach the manager.

: Mrs. good morning, I'm the owner, I can help you somehow?

: your employee prevented me from using the cashback if I knew I didn't even come.

: no ma'am, it doesn't depend on the cashier, but on me. The criminal is me. I am the one who refused to install it. But don't worry, I'll give you a 10% shopping voucher on your spending today.

Again: it is neither the cashier who decides, nor the "owner" (although in these roles there are already many of the elements of Propp's fables: the defenseless person to identify with, the good helper who offers the right direction, the problem to be faced in order to survive, the solution at hand). And above all, although it is told as a true anecdote, there is no "owner" who offers 10% vouchers to pay for something that the state pays out of his own pocket. It would be madness, as well as a contradiction.

The lady is banned

Why do you see, dear lady, in Italy there are, with certainty, at least seven million balls. And the worrying thing is that the number is destined to rise…

About 7 million Italians have downloaded, to date, the app to participate in the cashback of receipts with the State Lottery attached. Propp foresaw that in fairy tales there was also the magical element, and so it is: magically the "cashback" and the "receipt lottery" become one, although very different programs. Let me be clear: it is not a question of defending them (we have already expressed our opposition to gamification and to a certain type of State-Citizen relationship), but to make a correct narration of them since nothing good comes from confusion. But the worst is yet to come.

Ignorants, first of all because they really believe this is a lift ingenuity of the usual mediocre politicians to revive consumption. Instead it serves a completely different purpose ...

The lady is curious and perplexed.

You see, for all purchases made with debit or credit card from 8 to 31 December they evaluate you at 10% of the shopping as cashback for a maximum total of € 150.00. They re-credit them to you in February. Don't you know, however, that the maximum refund is € 15.00 per transaction. Whether you spend € 1500.00 or € 150.00, the refund will always be € 15.00. Which in the case of € 1500.00 is not 10%. But 1%. Online purchases are not valid, some credit cards are not valid and you will need to make a minimum of 10 purchases to access the program. This means that to get the famous € 150.00 maximum for the transfer, you will have to spend € 1500.00 in ten transactions of € 150.00 each.

The rate of inaccuracies is growing dramatically. In fact, the 1500 euros must not necessarily be reached with transactions of 15 euros, since any amount contributes to reaching the maximum expenditure. In addition, all the terms of the project are clear and explicit, so it is not that "noncielodikono", but "nonciinformiamo" if anything. Finally, the credit arrives within 72 hours and not "by February". The first payments testify that the program started correctly and worked in these terms. But the message (already viral with copy / paste) continues:

I really want to see seven million Italians who spend € 1500.00 in ten operations to give gifts. Do you know how it will end? That you will use cashback especially in supermarkets like mine, and I say this against my interests, to do the shopping. By fattening only the coffers of the banks, which for each transaction will collect a minimum of € 2.00 in commissions, pocketing € 20.00 per Italian, and the coffers of the large organized distribution groups that invoice several hundred million euros every year. Other than proximity shops…

You don't necessarily have to do 10 fixed value transactions of 150 euros to get the cashback: just make more than 10 with a lower value. It is enough to think 1 second to understand that these limits have been set precisely to avoid giving money to the richest, to feed cashback on the majority of the population. This is not only fair and equitable, it is also a virtuous form of redistribution. Furthermore, there is no commission on the payment (if anything, in proportionate terms and which will certainly be discussed again in the future between the parties involved), so the calculation of the 2 euros pocketed for each transaction is a hoax without rhyme or reason.

The lady is looking for a loophole ...

Luddism becomes tangible in this sentence, where the part of the bad is in technology. Innovation, an instrument of evil, source of darkness, beginning of the abyss, incarnation of fear.

It's not over dear lady: from January 1st, those who have made at least 50 ATM transactions will recognize an additional 10% , for a maximum of € 300.00 (including € 150.00 in December). With 50 ATM transactions you will certainly have spent € 100.00. To make you reimburse 50.00 net. That is an average of 0.1 euro cent per day. Those who have fattened the banks the most will then be able to participate in the Receipt Lottery. Winning € 1500.

There is little to add on this step: there is nothing true, everything is artfully mixed. How to correct something that is completely confused, if not simply by saying that it is a lie? The origin is that of the "extra" cashback that wants to reward virtuous citizens who also move the payment of coffee digitally, multiplying the number of transactions. But everything is explained intentionally badly in order to get a different message across.

And finally, lady, they don't tell you that to adjust the tills to cashback the shop has to incur a non-deductible expense between € 100 and € 350 €. And not only that: I shop I receive the payment 7 days after the transaction. In those seven days the banks earn with virtual currency and interest on the capital.

My lady, “noncielodikono”. But in this closure there is a further falsehood, namely the cost necessary to adjust to the cashback. In reality, it is an expense due to adapt to the electronic receipt, something that was designed to combat tax evasion. And tax evasion must be fought.

In this message there is the final appeal: we pay in cash, we feed the black, there is a wealth to redistribute in the underground economy . And the technological husband will take the “idiot! ", He who has an automatic 10% discount for every shopping he goes to do while his wife, with the ingenuity of a Little Red Riding Hood, believes in the Wolf. And we go to the grand finale:
