The car tax is the ownership tax for a car duly registered in the Public Automobile Register (PRA) and must be paid every year, regardless of whether or not your vehicle is used. The expiry of the car tax is generally set within the month following that of enrollment; only some Regions, such as Piedmont and Lombardy, make use of the possibility of paying it on pre-established dates and reported on the website of the corresponding Regions.

For 2021, due to the Covid-19 emergency and with the aim of to favor the citizen, various regulatory provisions have been issued dedicated to facilitating the payment of taxes. More specifically, the measures are contained in the packages: "Care Italy Decree", "Relaunch Decree", "August Decree", and finally "DL October 20, 2020, n.129". The latter, published in the Official Gazette no. 260, has postponed the deadline for suspension of collection activities to 31 December, a date previously set for 15 October 2020.

The decision on the extension of the payment of the car tax however, it remains in the hands of the individual Regions since the tax is their responsibility. For more targeted and therefore in-depth details, we always recommend visiting the website of your region. Some particularly virtuous administrations, such as Lombardy, have decided to reimburse the car tax of certain categories of vehicles (taxis, NCCs and tourist buses) that have particularly suffered from the ongoing Covid-19 emergency.

How is it calculated?

To calculate the road tax in advance it is sufficient to consult the vehicle registration document, under item P.2 the power in Kilowatt of the vehicle is shown, while under item V.9 the environmental class.

The calculation, which can be performed online with or without a license plate, can be done by visiting the Revenue Agency website under the heading Payments and Car Stamps. To complete the application, it is necessary to enter the license plate number, the type of vehicle and the security code (anti spam bot).

If you do not know the license plate number, it is possible to calculate in total autonomy following the rules imposed by the government:

cars in the Euro 0 category pay an amount of 3 euros per Kilowatt up to a maximum of 100 kW. Once the threshold is exceeded, the payment increases to 4.50 euros for each kW in excess. Euro 1 category cars pay an amount of 2.90 euros per Kilowatt up to a maximum of 100 kW. Once the threshold is exceeded, the payment increases to 4.35 euros for each kW in excess. Euro 2 category cars pay an amount of 2.80 euros per Kilowatt up to a maximum of 100 kW. Once the threshold is exceeded, the payment increases to € 4.20 for each kW in excess. Euro 3 category cars pay an amount of 2.70 euros per Kilowatt up to a maximum of 100 kW. Once the threshold is exceeded, the payment increases to 4.05 euros for each kW in excess. for Euro 4, 5 and 6 vehicles, the calculation of the car tax per kW varies between € 2.50 (100 kW). Exceeding the power of 185 kW, you enter the territory of the super tax, therefore it is necessary to add 20 euros for each kilowatt in excess of the basic amount foreseen for the stamp, but also considering the year of construction of the vehicle to check the percentage of deduction. The calculation of the super stamp takes as reference the following parameters:

vehicle registration number; region of residence; reference year of the super stamp; year of expiry of the car tax; month of expiry of the car tax; months of validity of the car tax; reduction for old age. The super stamp is not a fixed fee; in fact, the amount is reduced after 5, 10 and 15 years from the date of manufacture of the vehicle by 60%, 30% and 15% respectively. Upon reaching the age of 20, the super stamp will no longer have to be paid. Vehicles of historical interest are therefore exempt from this fee.

Once the calculation has been made, simply go to the Revenue Agency website and fill in the F24 form. We remind you that the payment of the super stamp is strictly connected to that of the stamp, since the expiry dates always coincide. Those who use a leased car, usufructuaries and buyers with retention of title are exempt from payment.

Category exemptions

The exemptions on the payment of car tax apply both for disabled people, both for cars with specific engines. The Italian law provides for concessions for those subjects who fall into the categories of disabled persons who are holders of Law 104:

blind people; deaf; disabled people with psychic or mental handicaps, holders of an accompanying allowance; disabled with severe limitation of the ability to walk or suffering from multiple amputations; disabled people with reduced or impaired motor skills. Those who buy a hybrid car or electric car benefit from the total exemption of the stamp duty. The aim is to encourage, as through the eco-bonus, the purchase of cars with reduced pollution classes. Hybrid car owners, on the other hand, are exempt from paying the road tax for 3 or 5 years, depending on the region they belong to.

Among the cars exempt from the road tax are cars powered by LPG, but the regulation of this matter varies according to individual regions. In Emilia Romagna, for example, there is no exemption but a reduction of the amount equal to 25%. Owners of historic vehicles can apply for tax exemption but it will be necessary to make a distinction between cars over twenty years old from those over thirty years old: in the first case a reduction of 50% is applied, while in the second case a complete exemption.

Where can you pay?

Despite the current historical period and the crisis situation, both health and economic, the payment of the 2021 car tax has not been suspended, but only postponed. To fulfill the payment of the car tax, various solutions are available both online and face-to-face.

To date the available payment methods are as follows:

Home Banking (telematic) Sisal and Lottomatica Poste Italiane points of sale (online or through post offices) bank domiciliation with 15% discount ( valid only for some Regions) at ATMs enabled on the ACI website through the pagoBollo service (telematic) from IO, the public services app (telematic) via Satispay (telematic) on the website of the Revenue Agency (telematic) With the new 2021 regulation it is possible to fulfill the payment of the car tax through the PagoPa which aims to make the payment methods simpler and more immediate, reducing the number of tax evaders who subtract from the balance of the annual fee.
Furthermore, citizens who reside in Lombardy and decide to pay the stamp duty with bank domiciliation, will get a 15% discount on the total amount of the tax.

Cashback: how to save 10%

With the intro deduction of the Cashback, there is the possibility of saving 10% of the total amount if you decide to pay the car tax at physical shops. To be eligible for this discount, it is necessary to pay by credit, debit or debit card or with specific apps (such as Satispay) at points of sale such as Sisal or Lottomatica and through post offices or ACI agencies. The discount applies only to amounts not exceeding € 150, with a maximum limit of € 15.
