All you need to know about the public register of oppositions

The public register of oppositions is a reality. From today 27 April the Ugo Bordoni Foundation, one of the main Italian research institutes in the field of telecommunications, has made available the new portal of the public register of oppositions (Rpo), from which any user in Italy can express his refusal to be disturbed by telemarketing phone calls. But it is not just a graphic restyling: the change integrates the possibility of including mobile phone users in the lists. In other words, anyone can now declare that they do not want to be bothered by commercial phone calls on their mobile phones - and officially registered telemarketers are required to respect this wish.

As already told by sportsgaming.win , the race to this precious goal starts from afar. Last March, the rule that actually established the time schedule necessary to implement the updated version of the Rpo arrived in the Official Journal, after hearing all the actors involved. But the news is even expected from 2018, when the first reorganization of the regulatory framework was approved in order to extend the service to mobile users and no longer only to fixed telephone numbers registered in telephone directories, on the basis of a campaign against wild marketing promoted by the newspaper Il Tirreno and its readers.

What changes "For the first time not only users will be able to express a concrete desire not to receive telemarketing calls, but they will also have the opportunity to choose if and when to receive promotions or offers of interest to them, discarding consent given perhaps due to inattention or no longer of interest to them ", Maurizio Pellegrini, engineer of the Ugo Bordoni Foundation and head of the public register of oppositions since its inception, explained to sportsgaming.win .

And in fact, the new service is not limited to abstractly allowing you to express a denial, but allows you to revoke all consents to telemarketing previously given, except for those relating to contracts in progress or terminated in the last 30 days prior to the moment. in which you register. A sort of amnesty, therefore, for all of us sinners who have signed and checked any box in order to arrive as quickly as possible to activate a user or to view an online content.

The procedure is also repeatable, so as to allow to periodically revoke the consents given even after the first registration in the Rpo. Naturally, the Registry produces its effects with respect to all authorized operators, who are required to consult the service before calling users. Little or nothing can be done for scam calls or calls from unregistered or foreign operators.

How to register The reorganization of the Registry takes the service to a new level. As sportsgaming.win has had the opportunity to test, the interface is extremely intuitive, allowing the user to both authenticate via Spid and register their number even without an authentication method. However, the implementation of the recognition through electronic identity card is still missing, for which the Ugo Bordoni Foundation explained to sportsgaming.win that it is prepared, "including technical tests, but its implementation is currently suspended by the institutions" .

Entirely automated, the procedure requires you to enter the numbers on which you want to intervene, both fixed and mobile, up to a maximum of five users. The user is asked to call, from the user concerned, a telephone number made available by the Fub, so as to ensure that the applicant is actually in possession of the license to register his number.

But if the '' access to the service may be a bit slowed down due to the numerous requests - this is the case ascertained by sportsgaming.win in the morning of the first day - it is however possible to register by telephone by calling the toll-free number 800 957 766 for fixed users and 06 42986411 for mobile phones or by filling in a special Pdf form downloadable from the site and sending it to registra- tion@registrodelleopposizioni.it.

A long gestation Public and free for all, the new opposition register completes a long-awaited path by citizens who involved, together with the Ministry of Economic Development, the Presidency of the Council, the Parliament, Agcom, the Privacy Guarantor, operators and associations of co nsumatori. And this complexity is due to the long wait: the first draft of the modernization did not take into account the increasingly widespread practice of robocalls, addressing only calls via human operators. Today the service, born in 2011 when 68% of Italians had a landline phone at home, better responds to the real needs of a country in which there are about 80 million mobile devices out of 59 million inhabitants, who will now be able to use a sigh of relief and take concrete steps to stem the wild telemarketing.
