The 2022 car incentives represent an important facilitation for all Italian motorists interested in buying a new car; during 2021, they made a substantial contribution to the four-wheeler market and, in particular, to the sales of models with low or zero environmental impact (at least as regards the emissions linked to the use of the vehicle itself).

Only thanks to the ecobonus was it possible to obtain a discount of several thousand euros on the final price for the purchase of a car. With the new treasury, intended for the 2022 car incentives, it is once again possible to access a useful contribution to reduce the purchase cost of eco-sustainable models. The discount is applied to the final price, thus significantly reducing the expense to be incurred to purchase the desired car.

The new car incentives for 2022 aim to offer the possibility of buying a new car at discounted price both for those considering the purchase of an electric car and for motorists oriented towards the hybrid. It should also be noted that the new 2022 eco-bonus, taking into consideration the emissions data, can also be extended to full and mild hybrid, petrol, diesel, methane and LPG models that comply with the CO2 emission limits set by the legislation.

So let's see everything there is to know about the new 2022 car incentives and how to apply for the benefits and buy a new car at a discounted price:

Update: following an update that has just begun of August 2022, car incentives are renewed with a new ceiling dedicated to those with an ISEE of less than 30 thousand euros and with a new eco-bonus for car rental companies. Access to these new incentives is available starting November 2nd. More details below.

Who can take advantage of the car bonus and how the incentives work

Access to car incentives is available to all motorists interested in buying a new vehicle. It is possible to take advantage of the so-called car bonus or even ecobonus for the purchase of a new car even without scrapping a used one. By opting for scrapping, however, based on the type of incentives available at a given moment, it is possible to obtain a greater discount on the purchase.

The goal of car incentives is to support the automotive sector and all the supply chain by offering a purchase contribution to customers who have, in this way, the possibility of accessing a vehicle with favorable conditions. At the same time, however, car incentives are also a tool for renewing the fleet in circulation with the introduction on the roads of new cars with low or no environmental impact.

The reference for accessing the eco-bonus for the purchase of a new car is the approval data relating to CO2 emissions into the atmosphere. On the basis of this data (which varies from vehicle to vehicle but also according to the equipment of the chosen vehicle), the car is included in one of the eco-bonus bands. A fixed discount on the purchase price is provided for each range.

For electric cars, with zero emissions, it is possible to access the higher value of the contribution provided for by the car incentives. On the other hand, as emissions increase, there will be a decrease in the amount of the discount that can be accessed thanks to the ecobonus which will then be canceled once the maximum limit set by the legislation is exceeded.

The contribution to the The purchase envisaged by the car incentives is paid by the seller to the buyer by offsetting the purchase price. Basically, the amount of the eco-bonus is transformed into a discount on the sale price proposed by the retailer, thus allowing the customer to access the vehicle on favorable terms. It should be noted that the dealer is required to apply a discount to the list price of the vehicle sold with the support of the incentives.

Car incentives 2021: the discounts available for electric and hybrid cars with or without scrapping h2> During 2021 it was possible to access various car incentives to purchase electric, hybrid (in various forms) or in any case models with low environmental impact. The structure of the eco-bonus followed what was indicated in the previous paragraph. The discount is granted to the customer during the purchase phase (of a vehicle approved as category M1) with the actual amount of the incentive linked to the CO2 emissions approval data as well as the possibility of scrapping a used vehicle compatible with the legislation ( registered for at least 10 years, pre-Euro 4 approved and belonging to the same category as the vehicle to be purchased).

An incentive of 8,000 euro (+2,000 euro discount on the price list applied by the dealer) in the event of simultaneous scrapping or 5,000 euro (+1,000 euro discount on the price list applied by the dealer) without scrapping. Similarly, cars with emissions between 21 and 60 g/km could benefit from an incentive of €4,500 (+€2,000 discount from the dealer) with scrapping or €2,500 (+€1,000 discount from the dealer) without scrapping. .

A maximum list price of 50,000 euros was set for the purchase of vehicles falling into these two ranges (optional included, excluding VAT; with VAT the maximum price was 60,000 euros). The third bracket, including vehicles with emissions between 61 and 135 g/km, could access a 1,500 euro incentive (+2,000 euro discount from the dealer) with simultaneous scrapping. For this category of cars, the legislation set a price limit for the vehicle to be purchased at 40,000 euros (including options, excluding VAT; with VAT included, therefore, the limit rose to 48,880 euros).

To state incentives the regional car incentives can also be added to the individual local authorities which have launched independent initiatives to support the diffusion of ecological cars. Among the regions that have launched purchase incentive plans during 2021 we find Lombardy, Piedmont, Trentino and Sardinia as well as the autonomous provinces of Trento and Bolzano. Access to regional incentives is always subject to the availability of regional funds which are distinct from the funds for the national eco-bonus.

2022 car incentives: purchasable models, amounts and limits

The incentives cars for 2022 will follow a slightly different pattern than those of 2021. The final legislation will be made official starting in April. The guidelines have already been clarified. The eco-bonus for 2022 will continue to follow the same delivery methods with the possibility for motorists to obtain a discount on the price of low environmental impact cars. With the scrapping of a used car up to Euro 4, it will be possible to obtain an additional discount  on the purchase of models falling within the first two brackets.

Three brackets have been established for access to car incentives for 2022:

0-20 g/km : up to 5,000 euro discount in case of scrapping and up to 3,000 euro discount without scrapping 21-60 g/km : up to 4,000 euro discount in case of scrapping and up to 2,000 euro discount without scrapping 61-135 g/km : up to 2,000 euro discount in the event of scrapping; the incentive is not foreseen without scrapping Unlike what was recorded with the car bonuses for 2021, the legislation for 2022 provides for different limits regarding the maximum price of the cars that can be purchased with the incentives. Pending the decree that will formalize the new limits, a lowering of the maximum price that cars that can be purchased with the bonus can have has already been anticipated.

In particular, a ceiling of 35 thousand euros + VAT is envisaged for cars falling within the 0-20 g/km category (therefore for electric cars) and 45,000 + VAT for vehicles in the 21-60 g/km category (substantially composed solely of plug-in hybrid cars). There is also a cut to 35 thousand euros + VAT as regards the maximum price of cars with emissions falling within the 61-135 g/km range which can be purchased thanks to the bonus with scrapping.



Federicovecchio.com As regards the methods of accessing the car bonuses, however, there will be no substantial changes compared to what already happened in 2021. The concessions will continue to be recognized in the form of a discount on the purchase price applied by the retailer and only if all the requirements are met.

The success of the 2022 car incentives will be determined by the funds available for access to the subsidy. Also for this year, in fact, access to the incentives is not unlimited but linked to the effective availability of the funds which can be consulted in more or less real time by connecting to the appropriate official website of the Mise.

For 2022, a total allocation of 615 million euros is foreseen (considering all types of eco-bonuses that can be paid out). For the models in the 0-20 g/km range, funds of 220 million euros are foreseen. For the 21-60 g/km range, on the other hand, the funds reach 225 million euros. The funds for the 61-135 g/km range are 170 million euros.

Also with regard to the 2022 car incentives, there will be the possibility of relying, in addition to the national eco-bonus, on any regional incentives in able to guarantee an additional discount on the purchase of a low environmental impact model. Access to regional car bonuses is linked to the region of residence and to the availability of funds allocated by local authorities.

Extrabonus 2022: the new advantages

The Government, in August, decided to make some changes to the 2022 Ecobonus system by accepting part of the requests from the trade associations. Those who have an ISEE of less than 30,000 euros will get a 50% increase in the contribution for the purchase of their car. The new "extrabonus" becomes accessible to all those entitled to it from 2 November 2022 (always after checking the available funds).

With the new rules, the contribution scheme is as follows:

0-20 g/km band: up to 7,500 euros in the event of scrapping and 4,500 euros without scrapping for cars with a list price equal to or less than 35,000 euros excluding VAT 21-60 g/km band: up to 6,000 euros in the event of scrapping for cars with a list price equal to or less than 45,000 euros excluding VAT In addition, the amendment to the regulation offers the possibility of accessing the incentives for electric and plug-in cars also to "legal entities that carry out car rental activities with commercial purposes, other than car sharing, provided they retain ownership of the vehicles for at least 12 months”; in other words, the rental companies that had previously been excluded will now be able to benefit from the Ecobonus.

In this case, the incentives provided are as follows:

range 0-20 g/km : up to 2,500 euros in the event of scrapping and 1,500 euros without scrapping for cars with a list price equal to or less than 35,000 euros excluding VAT in the 21-60 g/km range: up to 2,000 euros in the case of scrapping and 1,000 euros without scrapping for cars with a list price equal to or less than 45,000 euros excluding VAT
